If you live in Winston-Salem, you may no longer live in the ward of the council member you voted for in 2020. The boundaries of the city’s eight wards have changed due to the ward realignment that went into effect on July 1.

After every US census, the city adjusts the boundaries of its eight wards to account for changes in the city’s population. The new ward lines were drawn by city staff. 

The city’s website states that under the newly revised lines, the ward populations are within 1 percent of each other, and that by law ward populations may not vary from one another by more than 5 percent.

A preview of the recommended ward lines was presented to the city council in June 2022, which were adopted by council members in September with an effective date of July 1 of this year.

For example, residents on Sides Road near the colorful iconic water tank mural featuring an adorable river otter were previously represented by South Ward council member John Larson. Since the ward boundaries shifted, they now live in the Southeast Ward and are represented by council member James Taylor, Jr. 

What was the process?

The new ward lines were drawn by city staff using the city’s population as listed in the 2020 Census. According to census data, the city had 229,617 residents in 2010. The city’s population clocked 249,545 by 2020. City staff used a computer program that provided a block-by-block breakdown of the number of people living in the city based on census data. Staff applied the current ward lines to this data to see the current populations of the wards, and then began the process of shifting ward lines to bring the ward population back in balance.

Sitting council members may not be drawn out of their wards, and the website states that no other data — such as age, gender or political affiliation — were considered or available to the staff.

Other than population, city staff included other considerations into their decisions:

  • Preserving the core of the existing wards
  • Having ward boundaries follow logical lines such as major roads or bodies of water
  • Not splitting census blocks between wards. Census blocks are statistical areas bounded by visible features — roads, streams and railroad tracks — and by non-visible boundaries such as property lines or city limits. In a city, a census block can look like a city block surrounded on all sides by streets.

  • North Ward: Denise D. Adams
  • Northeast Ward: Barbara Hanes Burke
  • East Ward: Annette Scippio
  • Southeast Ward: James Taylor, Jr.
  • South Ward: John Larson*
  • Southwest Ward: Kevin Mundy
  • West Ward: Robert Clark
  • Northwest Ward: Jeff MacIntosh*

*Joines and Larson have announced their bids for reelection. MacIntosh will not be running for reelection.
